As commissioner of two keeper leagues and another non-keeper league, I have found that being commissioner takes a certain amount of integrity and honor. As commissioner, your responsibility is to make your league as fair as possible without being too overbearing. In evaluating a trade to see if it needs a vote or to veto it you must determine if it really is lopsided or a trade made in good faith by two owners who know what their doing. It is usually fairly obvious when a trade is lopsided, in which case you also have to take in account whether the trade hurts the league as a whole or just you.
When a commissioner starts a league he must also decide whether or not to put up a vote for the maximum amount of power afforded a commissioner--being able to go into another owners team page. That's where personal integrity comes in. Having the maximum power allows a commissioner to be able to veto trades or fix position changes that are not right, but it also allows them to BOT or delete a team, and in most cases when you do that it is because you have no other choice but to fix a particular problem that has arisen. In the end a commissioner has the responsibility to make sure their league is run with respect and integrity, and without abusing the power you have been given by your league. For me, as commissioner of my two keeper leagues, it has been and continues to be an honor to know that my league respects the job I do as commissioner and has entrusted me with that job.
